The Cape Breton Partnership is looking for a driven multi-talented individual to fill the role of Economic Development Officer for the Cape Breton Regional Enterprise Network (CBREN) program in the Municipality of the County of Victoria. You will produce high quality work while working in a fast-paced environment. Victoria County offers an opportunity for an adventure-minded candidate to live and work in an environment that is implementing new adventure tourism initiatives while showcasing its unique qualities for new and existing businesses.


  • Responsible for business attraction & investment readiness initiatives within the Victoria County region.
  • Work with Cape Breton Partnership and Municipality of the County of Victoria staff to develop and support adventure tourism initiatives, business growth, business start-ups and succession planning.
  • Provide guidance and support to local small business operators on business best practices, access to business resources, business planning, etc.
  • Provide consultation on planning and starting of new businesses.
  • Work with the Cape Breton Partnership, Municipality of the County of Victoria, Nova Scotia Business Inc., and other partners to support new business investment in Victoria County.
  • Work with the Cape Breton Partnership and Municipality of the County of Victoria’s communications staff to develop a coordinated marketing and branding strategy designed to attract investors and new businesses to Victoria County.
  • Collect and maintain current data on business activity in the Municipality and current economic data on the Municipality of the County of Victoria.
  • Provide guidance to the CAO and other municipal staff as required to ensure the timely development of municipal policies which will support commercial growth and protect municipal interests.
  • Develop strong relationships with local, regional, and national business support organizations to ensure the Municipality of the County of Victoria is best positioned for growth.
  • Respond to requests for information to the region from various stakeholders including real estate agents, municipal partners, provincial agencies, and the general public.
  • Work with local community development business groups to mutually align their strategic priorities with the Municipality of the County of Victoria, the Cape Breton Partnership, and other local business development groups.
  • Assist with delivery of Cape Breton Partnership business support programs.
  • Prepare reports, research papers, educational texts or articles

Must-have skills and qualifications

  • Post-secondary level education in a relevant discipline from a recognized academic institution; degree or diploma in Business Administration, Commerce, Economics or similar designation.
  • 2 to 7 years of experience in Economic Development, Business Development, or other related field.
  • Understanding and experience in adventure tourism and eco-tourism.
  • Knowledge of municipal government, relevant planning and economic development legislation, development approval processes, business attraction, infrastructure requirements for business development, project management and taxation structures.
  • Valid Driver’s Licence and current driving abstract.
  • Requires knowledge of business theories and practices as well as knowledge of local and regional economic development potential and opportunities.
  • Experience and/or thorough understanding of small business operations.

  • Proven interpersonal skills, being able to exercise sound judgement, tact, and discretion when dealing with others.

  • Experienced in working with Word, Excel, PowerPoint, and other similar tools.
  • Ability to network with communities, businesses, economic development professionals and a wide variety of other organizations.
  • Ability to work effectively with community leaders, diverse community groups, and all levels of government.
  • Demonstrate the ability to be involved and familiar with the community and the people who contribute to it.

Working Conditions

The Economic Development Officer will work in both an office environment and in the field and will work a standard work week. Flexibility in working hours is required as some work will happen outside the standard work week. Office will be located in Baddeck. Travel throughout the region will be required.

Nice-to-have skills and qualifications

  • Trail development experience would be considered an asset.
  • Bilingualism would be considered an asset.
  • Certification in economic development would be considered an asset.
